risktarget function
When I use the @risktarget function in a sheet and format the resulting cell in percentage, after each simulation that format is again changed to number.

I couldn't make this happen.  Here's what I did:

I put RiskNormal(1,1) in cell A1
I put RiskTarget(A1,1) in cell B1
I set B1 to have Percentage formatting with 2 decimal places
I ran a simulation

When the simulation finished the format was still percentage.

This was with @RISK 5.0.0 with Excel 2003 and Windows XP if it matters.  Maybe you have something particular in the your model or the formula.  Can you post either one of those?
